Monitoring & Evaluation
A comprehensive set of indicators must be developed to discretely reflect the goals articulated in the ICT Policy for Education and for the targets set out in the Implementation Plan. The high-level educational goals must be monitored and evaluated annually. Additionally, all components of the end-to end implementation plan must also be assessed individually.
To accomplish these monitoring and evaluation requirements, a number of interventions will be undertaken. Each educational institution will be evaluated against the target Development Levels established in the Implementation Plan. This will be achieved through site visits, longitudinal studies, and survey results of an annual national audit conducted by the ICTs in Education Steering Committee and the Ministry's Education Management Information Systems unit (EMIS). Comparisons will be made between and within schools to assess the impacts of ICTs. For example, the academic performance of educational institutions with ICTs will be compared to those without ICTs. Also, the academic performance of educational institutions will be compared according to performances before and after ICTs were introduced.
Based on local experience and international research, it is clear that a comprehensive set of indicators must be developed to accurately reflect the goals articulated in the ICT Policy for Education and the targets set out in the Implementation Plan. All high-level educational goals must be monitored and evaluated annually to allow implementation strategies to be appropriately updated. The key areas of the end-to-end solution for the development and delivery of ICTs throughout the education sector are: (1) deployment, (2) curricula, (3) content, (4) training and usage support, (5) educational management, and (6) maintenance and technical support.

The targets listed represent Phase 1 of the ICTs in Education Implementation Plan (2006-2009). As such, primary schools are not included.
